The Benefit Bank is an innovative network system for delivering benefits and enhancing anti-poverty efforts.The goal is to create a sustained, multi year antipoverty campaign that brings together faith based and community based organizations and others to serve people forced to live in poverty.

This ongoing campaign utilizes The Benefit Bank to help low and moderate income individuals and families access the tax refunds and public benefits for which they are eligible.
Creating a TBB related anti-poverty program involves a leadership organization coming forward to bring together the stakeholders necessary for a successful project. Such an organization is the Affiliate for The Benefit Bank for a state or region. The leadership organization is responsible for building a network of organizations which are committed to utilize The Benefit Bank to serve their neighbors and to developing a system of advocacy to improve access to available public benefits and tax refunds.
Statewide support to use The Benefit Bank service results in:
- A major anti-poverty initiative utilizing Federal and State tax refunds and mainly Federal categorical funds to build community wide efforts to reduce poverty in the State.
- A targeted economic development program that places monies in low and moderate income communities to strengthen local economies and encourage asset creation and home ownership.
- A network of public and private sites that work with and complement the State in its efforts to reduce poverty and the ill-effects of poverty.
- A significant statewide network of faith and community-based organizations, employers, unions, advocacy groups, public agencies, publicly funded programs, and other stakeholders all working together to strengthen the economic capabilities of their neighbors by helping them access tax refunds and public benefits.
